After defeating the final boss of the fourth region, head to the Bo Capital. Use the shrine to teleport back to Annalum. Then, follow the wooden walkway near the main courtyard to reach the Panda NPC. Interact with the Panda to find a Lustrous Red Feather in its inventory. However, purchasing the upgrade material requires 5Bamboo Shoots. Hence, it is wise to save some Bamboo Shoots if you aim to get your weapon’s mastery to +10.

Alternatively, you’re able to find another Lustrous Red Feather at the Capital Entrance Shrine. Enter the cave entrance and continue along the spine bridge until you find an elevator-like mechanism.
